グローカル政経総研概要
グローカル政経総研は、グローバルな視点で地域を考える、政治経済文化などを総合的に研究する秋田の集団です。
グローカル政経総研は、政治経済文化などの分野に関するリサーチ活動を通して、みなさまをはじめ多くの方々のご意見やお考えをいただき、分析、議論し、そしてインターネットなどを通して、社会へ情報を発信し、政策提言などを通して、持続可能な社会や世界の人々の幸福と平和のために、少しでもお役にたつことを願ってたちあげました。
情報通信技術や輸送技術などの著しい進歩によって、国間の距離、国内地域間の距離は非常に近くなりました。また、世界で発生するさまざまな問題は我々の身近にも影響を与えるようなものとなっています。
したがって、私たちは、国境を越えた地球規模の視野と、身近な地域の視点で、さまざまな問題をとらえていこうと思います。

昭和19年生れ、秋田県出身。工学博士
昭和43年東北大学大学院工学研究科修士課程修了
昭和43年「㈱IHI」（石川島播磨重工業）入社
平成10年「㈱IHI ジェットサービス」役員
平成18年秋田県立大学地域連携・研究推進センターコーディネーター
平成29年グローカル政経総研（任意団体）設立に伴い理事長就任
令和4年グローカル政経総研を一般社団法人化するに伴い代表理事就任
著作３冊、もともとは工学系が専門であるが、産業振興・政策にも関心をもち取り組んでいる。

グローカル政経総研は、政治経済文化などの分野に関するリサーチ活動を通して、みなさまをはじめ多くの方々のご意見やお考えをいただき、分析、議論し、そしてインターネットなどを通して、社会へ情報を発信し、政策提言などを通して、持続可能な社会や世界の人々の幸福と平和のために、また若者が将来に夢をもてるような社会になれるように、少しでもお役にたつことを願ってたちあげました。

これらの趣旨を踏まえて、グローカル政経総研の活動は、主に以下のとおりです。
①当HPを通じた意見・提言の発信
本総研の佐藤理事長は、IHI（旧名；石川島播磨重工業株式会社）と公立大学法人秋田県立大学での長い勤務経験を通して、航空・エネルギー等の産業分野に限らず最先端農業研究など多岐にわたって産学連携も含めて取り組んでまいりました。そうして得られた理事長の幅広い人脈や知見を踏まえて、さまざまな意見・提言を発信し、皆様にいろいろなことを考えて頂くきっかけとしていただきたいと考えています。
②寄稿・ご意見・アンケートの募集とそのフィードバック
本総研では、当面直面するさまざまなテーマを提示しますので、それに対して、みなさまから寄稿・ご意見を募りたいと思います。また、適時アンケート調査も行いたいと思います。そうして、その結果は、当HPをとおしてフィードバックさせていただく予定です。
また、さまざまなご意見をいただくに当たって、みなさまが有益な議論をできるような場の設定も検討しております。
③意見具申・政策提言
本総研の最終的な目標は、シンクタンクとして、議会・メディアに意見具申・政策提言を行うことです。いずれ、皆様のご意見などを集約した具申・提言になればと思っております。
さて、今日の世界、日本、秋田の状況について概観してみますと、東西冷戦崩壊後、期待していたとおりの平和な世界は訪れず、地域紛争、民族紛争、国際テロなどの問題が起こり、複雑で困難な時代が到来しました。
我が国に関して言えば、いまだ世界有数の経済大国であることは間違いありませんが、地域や世代間の格差は広がっており、少子高齢化社会の到来とともに、将来に希望を持てない若者が増えているように思います。
秋田県に目を向けると、県内雇用機会の少なさもあって、人口の県外流出が続き、また高齢化も急速に進んでいます。
秋田県は全国有数の農業県でありますが、海外との産地間競争を背景に高付加価値品へのシフトが求められています。また、秋田県に配備が予定されている陸上配備型迎撃ミサイルシステム・イージスアショアに関しては、その説明過程で多くの非難を呼び、秋田県の国政選挙に影響を与えるまでの問題に発展しました。
このような現状認識のもとで、本総研では当面直面する比較的大きなテーマを取り上げていきます。
- グローカル（glocal)とはグローバル（global、世界規模の）とローカル（local、地域的な)からの造語で、国境を越えた地球規模の視野と、地域の視点で、さまざまな問題を捉えていこうとすることです。
- グローカル政経総研の英文名はGlocal Political & Economic Research(略称：ＧＰＥＲ）です。
GPERはグローバルと地域の視点で問題を考え、地域からグローバルに発信し、話し合いとつながりを通して平和に貢献します。
Glocal Political & Economic Research(abbreviated name：GPER）is the group which makes a comprehensive study of the local policy, economy, culture and etc. from the stand point of global view.
GPER is established aiming to dispatch the information of the local policy, economy, culture and etc., and to put forward a suggestion about them to the society by the web. etc., after receiving the public opinions and suggestions, and then analyzing and discussing them, through our activity. By such our activity we are sure that we will contribute to the sustainable society, the happiness and peace of the world people.
Due to the significant development of the information and communication technology, international distance, intercity distance are closer year by year. The issues occurred in the world have been affecting our life.
Therefore we will study the various issues from the stand point of global and local view.
Main activities are as follows, based on the above background.

②To feedback the contribution, opinions and the results of survey
③To offer the opinions and policy recommendations
By the way, when we roughly look at the situation of today’s world, Japan and Akita Prefecture, after cold war was over, they strongly expected the world peace. however conflict of the area and nation, and international terrorism has occurred. The complicated situation, and prospect for the world’s political and economic situation around us has become more difficult.
On the other hand, when we look around our country, while Japan is one of the big economic countries, “polarization” of the area and generation is said to become wider. Therefore we recognize that the young generation who has no hope in the future is increasing.
In addition this, we look at the situation of Akita Prefecture, some population of young generation is moving to out of Akita, and aging is quickly increasing.
Akita is one of the big agriculture industry prefecture in Japan , and therefore Akita is now requested to be shifted to high value products on the background of serious competition between the area of overseas.
And recently, interceptor missile system Aegis Ashore is planned to set in Araya district.in Akita city. The authority explained the plan to the residents and others. They strongly blamed the inadequate explanation about the plan. This issue seemed to affect the national election.
In such the background, GPER will, at first, discuss about the comparatively big issue.
- Glocal is the made-up word of global and local, which means that issue shall be discussed in the point of global and local view.
- Logo is shown below which symbolize the dispatch of the information from Akita. And earth is round shape, round(Wa in Japanese pronunciation) means Wa(communication) , Wa(network) and Wa(peace).
GPER contributes to the peace of the world through the communication and network by our dispatch of the information from local area to global area , discussing the issues from local and global view.
